600,000 people are released from US prisons every year into a system designed to make failure inevitable. ChexSystems, used by 80%+ of banks to screen account applicants, flags arrests and convictions — people with records are effectively banned from basic banking for years post-release, driving them to check cashers at 1-3% per transaction. Ankle monitors cost $3.15/day on average, billed to the wearer — supervision fees become a debt trap for people with no income in their first weeks of release. Securus Technologies, the dominant prison phone carrier, charged $22.56 per 15 minutes before FCC 2021 reform caps; implementation is still incomplete and some state facilities still charge exploitative rates.
